Dear Dr. Ozbilgin.
On the west coast of Sweden (e.g. in the Gullmar fjord) there is a limited light fishery. In the fall, smaller boats (<15m) use lights and purse seines on schools of sprat and herring. I have tried to find regulations controlling this practice in the regulations of the Swedish Board of Fisheries, but found nothing. The lack thereof probably indicate that this is a very marginal activity requiring special permissions.
