katharine, only late yesterday I discovered human resources at ecology will only consider as candidates for the position those already on the register and that the register was closed. this can work against us for specialized positions since the agency does not have 'fish biologist' or 'forest ecologist' job descriptions--it has 'environmental specialists', the description of which would not generally attract candidates with fish or forestry backgrounds.
while it may not help in this particular case, I suggest anyone interested in the type of position I posted earlier apply to washington's college recruitment program (crp) at http://hr.dop.wa.gov/statejobs/crp.overview.htm. this is an alternative method used to fill various natural sciences vacancies with recent masters and bachelors graduates. the recruitment is multi agency and statewide, the application process is fairly easy, and as far as I can tell is currently open.
I regret wasting anyone's time.

I contacted WA State Department of Personnel re: this position and was informed that to apply one would already need to be on the Specialist 2-3 pool list. I was told that this list is not open for new applications at this time, so essentially, there is no recruitment for this position at this time. I've attached the message from the DOP staff member, in case others were interested in this position as well.

Ok, it looks like candidates would have to be on the Environmental Specialist 2-3 pool already. Those who are in this 'pool' are notified of job openings such as the one below, and they have the option to apply or not. The pool is not open right now and that would be the first step. I know it states to contact DOP for a copy of a recruitment, but there is no recruitment right now. The last time this was open was in March of this year. In order to find out when this is to open again, you would need to contact Georgia Fraizer here at DOP 360-664-6253 or Misty Ricky of Ecology at the number below.
I hope this helps, sorry for the confusion
