Dear colleges:
The Ministry of Agriculture and Fisheries in the
Sultanate of Oman invites application for the position
of Fisheries Specialist in (Stock Assessment and
fisheries biology), for the Marine Science and
Fisheries Center.
The expert to evaluate the technical and economic
effects of the decision and to help making long term
decisions for the Lobster Fishery.
Candidates should have a Ph.D. in Fisheries with
strong experience in the areas of quantitative
analysis of stock assessment data and policy analysis
and formulation using available data.
The expert should have a documented experience in the
field of fisheries
Stock Assessment and fisheries biology preferably in
countries with similar conditions as Oman. A strong
knowledge of computer software for fisheries
management and team leadership are necessary.
Major objectives:
1. To contribute to field data collection on stock of
lobster fishery and analyze the data available and
collected during the project.
2. To review and assess the technical and economic
effects of the decision taken by the Ministry of
Agriculture and Fisheries.
3. To develop a relevant and optimal management plan
for the lobster fishery taking into account the
conditions prevailing in the Omani waters.
Works to be carried out by the expert:
1. To review and analyze existing data available at
the DGFR(lobster data) and writing an action plan for
the project.
2. To contribute to field data collection on Lobster
Fishery and to assist in the analysis of the data of
the proposed project, and contribute to the
development of suitable fisheries management plans.
3. To analyze the current state of Lobster Fishery
resources at national and regional levels, and find
out the seasonal abundance and impacts on stock
conditions.
4. To assess the impacts of the current legislation
on Lobster Fishery and to suggest improvements.
5. To provide suitable comprehensive reports and
recommendations on the following :
· weather the existing data available is enough or new
sets of data on other parameters are necessary.
· Management regulations such as:
-Selection of gears type, numbers, and size
determination.
-Number of boats to be operated.
-Fishing effort and catch per unit effort (C.P.U.E).
-Maximum sustainable yield (M.S.Y).
-Permissible levels of quota allotment.
-Closing fishing season.
-Protecting the breeding and spawning population.
6. Develop fish biological and stock assessment
methodologies, applicable to Omani species. Enhance
the scientific and technical capabilities of Omani
staff by giving intensive training that would enable
them to formulate and implement appropriate fisheries
management plans in the future. A fundamental policy
consideration in this regard in individual capacity
building and institutional strengthening within the
Directorate General of Fisheries Resources.
7.Improve data qualities by using new software tools
to facilitate direct access to the original database
or subsets of data. Improve the existing statistical
systems by adopting “new generic” statistical
estimation software to strengthen fisheries
statistical development in the Directorate General of
Fisheries Resources, Ministry of Agriculture and
Fisheries.
Technical support:
The expert will have technical support from available
researchers and technicians in the Marine Science And
Fisheries Center. Sufficient men month work will be
assigned for technical support as per requirement.
Researchers and technicians will operate under the
guideline of the principle investigator and expert.
Reports:
The expert is required to submit quarterly reports and
other reports with practical recommendations for all
work assignments.
Evidence of sensitivity to cultural diversity and
ability to carry out assigned responsibility and to
interact effectively with researchers in the Marine
Science and Fisheries Center-Marine Biology laboratory
and other staff of the Ministry of Agriculture and
Fisheries if necessary and essential.
Remuneration for this job is salary and other benefits
will be tax free in addition to free medical treatment
in government hospitals in Oman. Annual leave will be
for 30 days with free return tickets in economic class
for couple and 2-3 children. Salary will be R.o. 1500
per month.
