Do keep in mind that some of the comments on NANOG did argue that this is
not as much peering regulation as it is a regulation on the price paid for
transit. It is kind of hard to use priceregulation legislation to control
something that by definition is free, ie peering. Transit is something
different, imho. 

That written, there is the telecommunications directive, also referred in
the discussion. That might be more of a tool for authorities and smaller
players to get their traffic offloaded at a smaller cost. My hope is that
this will lead to self-restraint among the bigger players, keeping
regulators happy.
