I'm not sure what you mean by softer, but the Doppler effect refers to a
lowering of the frequency of sound, not a decrease in volume.

For those who haven't seen it, this bioluminescence in what I believe is
called La Baia dos Fosforos is really spectacular - this is not the piddly
glow we often think of as phosphorescence, nor even the light of massed
fireflies, but almost fireworks in the water.
