Yes, the Baia dos Fosforos in La Parguera, Puero Rico, is a spectacular
wonder. Except when the moon is full. There is also great concern that
development in the area, especially the dry hills above the bay, is changing
the conditions for the phosporescent organisms.

I'm not sure what you mean by softer, but the Doppler effect refers to a
lowering of the frequency of sound, not a decrease in volume.
For those who haven't seen it, this bioluminescence in what I believe is
called La Baia dos Fosforos is really spectacular - this is not the piddly
glow we often think of as phosphorescence, nor even the light of massed
fireflies, but almost fireworks in the water.
