Duties:
1. Design and implement research to study marine and estuarine habitats and the impact of fishing gear and fishing operations on marine resources and marine habitats. These projects may be undertaken in concert with other agencies, institutions and commercial fishing entities.
2. Advise the DMF Director and his Program Managers concerning the results of work and provide recommendations for management strategies that reduce the impact of fisheries and other coastal alteration projects on the marine resources. Effective written and oral reports will be required in the form of memos, project reports, and fisheries monitoring reports (as needed) to comply with management mandates. Publication of research results in peer-reviewed journals is expected.
3. Participate and present report and findings at state and federal technical/management meetings, public hearings, private organizations and associations.
4. Seek grants and awards to conduct research and investigations relating to habitat investigations. Collaborate with other agencies, institutions, and the industry to undertake projects.
5. Assist other projects to design and implement surveys, to analyze data and recommend the use of appropriate methodology and analytical methods.
6. Ensure research methods are sound and current based on developments at the national and international levels. Participate at regional, national and international workshops as funds permit.
Qualifications:
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class 3 Motor Vehicle Operator's License.
Preferred Qualifications:
? A Graduate degree with a major in oceanography, biology, or geology.
? Strong background and experience in marine habitat investigations using sonar and remote sensing technologies.
? Knowledge and ability to lead the Division's work enhancing its underwater monitoring capability through the use of a towed underwater steer-able vehicle to serve as a platform for an underwater camera and light system, and other remote sensors including a multi-beam sonar head; and through the application of other available hardware and software.
? Related skills in mathematics, statistics, and related computer technologies.
? Demonstrated skills in oral and written communications, including a strong aptitude to communicate and work with peers, the commercial fishing industry and the general public.
? Considerable ability to speak effectively at public and technical meetings and to write technical and non-technical correspondence and reports.
? Ability to develop grant proposals.
? Ability to exercise effective supervision over scientific and non-technical personnel.
? Demonstrated ability to effectively collaborate with researchers from within DMF, other agencies organizations, and stakeholders including the fishing industry.
? Extensive ability to plan and implement marine research projects and to work on or from all manner of vessels.
Comments:
This is a civil service position. If there is no civil service list for this title, employees appointed must take and pass the next Civil Service examination when administered.
This is a permanent full-time position that will be transferred to the Divisions new facility in New Bedford. This position will direct DMF marine and estuarine habitat investigations. This entails the oversight, design, and conduct of projects to improve the management and conservation of the state's fisheries.
