TERMS OF REFERENCE OF INDIVIDUAL SPECIALISTS

 

 


Sri Lanka:  Inland Fisheries Statistics Specialist - international 


(6 person-months)


 

The Specialist will carry out three assignments of approximately two months
each.

 

1.           Tasks of the Specialist 

i)             Recommend and initiate desirable improvements of structural
data, including GIS, on different types of water bodies, fishing effort,
etc. by reviewing available data and information.

ii)           Recommend and initiate improvements in the data base of
historical statistical data and research information on inland fisheries by
reviewing the available information.  

iii)          Design an inland fisheries statistical system with details of
data collection methods, procedures, forms, reports, etc.

iv)          Specify the inputs required for introduction and operation of
the proposed inland fisheries statistical system, including expertise,
initial costs of hardware, software and expertise, personnel for
implementation and supervision, operating costs, etc.

v)           Design training programmes for data collectors and supporting
staff and prepare manuals and other training material.

vi)          Conduct testing and demonstration of the data collection system
and conduct training activities. 

vii)        Prepare reports as required.

  


2.           Duration and Start of first assignment


Two months, as soon as possible.

 


3.           Specific duties during the first assignment


Under the direction and supervision of the Consultant's Team Leader and in
close co-operation with other specialists the incumbent will assist NAQDA
by:

a)      Recommending and initiating desirable improvements of structural
data, including GIS, on different types of water bodies, fishing effort,
etc. by reviewing available data and information.

b)      Recommending and initiating improvements in the data base of
historical statistical data and research information on inland fisheries by
reviewing the available information. 

c)       Designing an inland fisheries statistical system with details of
data collection methods, procedures, forms, reports, etc.

d)      Specifying the inputs required for introduction and operation of the
proposed inland fisheries statistical system, including expertise, initial
costs of hardware, software and expertise, personnel for implementation and
supervision, operating costs, etc.

 


4.           Location


The work will be carried out mainly in Colombo but field visits will be made
to REO and EO offices reservoirs of different types.

 


5.           Work programme 


The Specialist will prepare a work programme in consultation with PMO and
the Team Leader during the first days of each assignment.  It will include
specific anticipated outputs, including technical reports, of the given
tasks.  The programme will also contain the time schedule, including field
trips, and persons and institutions to meet and visit.

 

6.           Reporting

Technical report(s) will be prepared on the given tasks as defined in the
work programme.

 

A final report, summarising the activities and achievements, problems and
issues encountered and recommendations on further work, will be submitted at
the end of the assignment.  The technical report(s) will be attached as
annex(s).  The final edited reports must be submitted at the latest two
weeks after the end of the assignment. 

 

The Specialist is required to make a presentation(s) of his findings and
recommendations on the basis of the draft report or on any particular aspect
of his duties during the assignment.  

 

All reports must be prepared in MS Office and submitted in printed and
electronic versions through the Team Leader.
