From a different perspective there are some fisheries handbooks on the web,
For example this one from IDRC: "MANAGING SMALL-SCALE FISHERIES Alternative
Directions and Methods" (this seems to be available "online" or in print
but not in pdf format.

I think that downloadable and online manuals are the future of publishing,
and if scientists can collaborate to produce free versions all the better.

Some time ago we got a FE proposal concerning the Subject.
It seems like a good idea. I would suggest to separate
Inland Fish and Fisheries from Marine topics in relation to methodological
maters since situations are quite different. I would gladly collaborate in
relation to inland fish and fisheries and would like to know, more
