Hi Justin:

Remember that there are more opportunities within PhD programs than
fellowships advertised. Some places have departmental funding, there
are nearly always TAships, and, arguably best of all, many folks would
welcome an incoming grad student eager to look for their own funding
either independently or with a faculty member. I'd suggest that you
continue to comb the websites (a couple others you didn't are the ESA,
SeaGrant and EPA websites), but more importantly think about what you
really want to study for an advanced degree. From there, locate the
institutions and individuals who can offer you good training in this
area, and then talk to them about funding. It may seem logical to hope
that faculty might come looking for quality potential students, but I'd
bet that you'll have to most of the fishing. At least that was always
my experience! Good luck.
