EU IMMIGRATION AND ASYLUM POLICY: CHALLENGES OF THE HAGUE PROGRAMME

The "Hague Programme" sets the direction for the EU in the second phase of its development of a common policy on asylum, migration and borders.
A stronger emphasis on co-operation with third countries is evident from the Hague Programme. On 11 January 2005, the European Commission presented a green paper on an "EU approach to managing economic migration" and on 1 September 2005 a new package of measures was adopted which comprises the proposal for a Directive on Common Standards on Return and three Communications, on Regional Protection Programmes, on Integration and on Migration and Development.
The seminar will discuss these initiatives, with an emphasis on the perceived need for the EU to manage migration flows more effectively. The continuing attempts to set up a common asylum policy acceptable to all EU member states and refugee rights will also be discussed.
