Richard Parrish has over 4 decades direct experience dealing with  
fish, fishermen, and agency management -
Meanwhile, the all too many 'managment bodies' are competing to 'Save  
the World' - eg - maintain their funding -

The California Fishermen's Alliance contracted Parrish to write up  
the 'facts' and make clear what the additional
efforts to implement even more MPAs - as there are over 100 existing  
already in coastal California -
Similarly, Ray Hilborn and Carl Walters wrote up a System Study Report
