The Oceanic Institute in Hawaii had a successful culture program using  human 
gonadotropic hormone to induce spawning back in the early "70's.  I  left 
Hawaii before it concluded, but I think they may be able to help you with  
contacts.  The project died, I believe, because mullet were cheap  then.
