Neither the publisher, the existing copy, the scanner nor the person  
who would do the scanning are in the U.S.A. and hence U.S. copyright  
law isn't the relevant one. Nor, I fear, does placing an entire work  
on the WWW for anyone to download constitute the "educational  
purposes" envisioned under "fair use". If it was NMFS, rather than  
DFO, which had published the translation, I think that it would be  
free to copy under a provision that has seen the U.S. federal  
government waive restrictions on most of the material it has  
published but the Government of Canada has not seen fit to follow  
that lead.

I don't anticipate any problems but neither do I want to promise to  
provide access to scans until I have checked.

Meanwhile, it would be good to hear that someone else has already  
scanned it, if they have, saving me the time to flip pages and press  
buttons. I'm happy to do that if necessary but it would be nicer to  
know that it isn't!
