There are underwater DVRs on Ebay (many coming out of China) that store on SDmicro chips and are rated waterproof to 20 m.

The RD32 720p version is motion activated, has IR sensitivity, and has LED torches to light the image.  It costs roughly $80US.  At least at night in air, it works pretty well. (see http://www.techmoan.com/blog/2011/7/9/rd32-hd-waterproof-action-camera.html ).

The RD32II 1080p version provides greater resolution, but is not motion activated and does not have IR sensitivity.  It has different LED torches and costs roughly $135US.  (see http://www.techmoan.com/blog/2012/1/8/the-rd32ii-1080p-h264-sport-cam.html ).

I have tried the RD32II myself and it works pretty well, but I am unsure of your requirements.  Neither DVR requires an enclosure, but I haven't pushed the depth limit.

Many of them are being sold by Chinese 'companies' on eBay, so the Money Back Guarantee may be a bit shaky, especially if you have to foot the bill on return postage.

I know that some folks have been using GoPro cameras for underwater observations in streams but they seem to come out with new models every year.  Looks like some might no longer need housings.  Anyone have any suggestions for the "best" current model(s) for work in fast flowing trout streams? Jason, Seth, you out there?  I also noticed that some other pocket cams have a water proof model like the Kodak Playsport that is waterproof to 10 ft - wonder how it would work in a stream though? TIA, g2
