The following is an announcement for some work that my organization is
seeking to contract out.  After reading the statement of work futher
information about the nature of the contract can be obtained by contacting
me directly (do not use your email's automatic reply, but email to me

                        Statement of work
Scope
 
 
The Food Chain Dynamics Investigation (FCDI) of the Northeast
Fisheries Science Center, National Oceanic and Atmospheric
Administration (NOAA), National Marine Fisheries Service (NMFS)
has a requirement to perform data entry and quality control
auditing of food habits data collected during 1991-1996 Bottom
Trawl Surveys and 1993-1996 Coastal Oceans Program (COP)
Predator-Prey Research cruises.
 
Requirements
 
The contractor shall perform data entry and quality control
auditing on-site at the Northeast Fisheries Science Center
(NEFSC), Woods Hole, Massachusetts with programs supplied by
FCDI.
 
Quality control auditing involves comparing information in
computer data files which has been identified by the auditing
software with information recorded on the original data logs to
verify the accuracy of the data files.  Additionally, quality
control auditing requires the ability to spot potential recording
errors in the biological data.  For example, an error in prey
identification might be suspected based on the auditor's
knowledge of the biology and distribution of the prey.
 
Training in the use of data entry and data quality control
software will be provided by FCDI.
 
The following Items 1-6 describes individual requirements to be
performed over a 12 week period beginning 16 September 1996.
Required delivery date is on or before 6 December 1996.
 
Specific Tasks
 
1)  Data entry and quality control auditing of food habits data
collected during 1993 COP Predator-prey research cruises.  The
product will be a data file containing audited food habits data
from the cruises which is ready to be appended into existing FCDI
data.
 
2)  Data entry and quality control auditing of food habits data
collected during 1994 COP Predator-prey research cruises.  The
product will be a data file containing audited food habits data
from the cruises which is ready to be appended into existing FCDI
data.
 
3)  Data entry and quality control auditing of food habits data
collected during 1995 COP Predator-prey research cruises.  The
product will be a data file containing audited food habits data
from the cruises which is ready to be appended into existing FCDI
data.
 
4)  Data entry and quality control auditing of food habits data
collected during 1996 COP Predator-prey research cruises.  The
product will be a data file containing audited food habits data
from the cruises which is ready to be appended into existing FCDI
data.
 
5)  Data quality control auditing of food habits data collected
from 1991-1992 spring and fall Bottom Trawl Surveys.  The product
will be four data files containing audited food habits data from
the cruises which are ready to be appended into existing FCDI
data.
 
6)  Data quality control auditing of 1993-1996 spring and fall
Bottom Trawl Surveys.  The product will be eight data files
containing audited food habits data from the cruises which are
ready to be appended into existing FCDI data.
 
Progress Compliance
 
The contractor shall complete the following phases in sequence
before commencing with the next phase of work:
 
     1. Verify stomach tallies generated from audit program with
     tallies from COTR's report.
 
     2. Identify potential data errors by running audit programs.
 
     3. Compare output of audit programs with actual data log
     sheets and suggest appropriate data edits.
 
     4. After receiving COTR approval, edit data to correct
     errors.
 
     5. Re-run audit programs.
 
     6. Repeat steps 2-4 until no errors are found.
 
     7. Submit completely audited and corrected data to COTR for
     approval.
 
Acceptance
 
The Contracting Officer's Technical Representative (COTR) will
monitor contractor performance. The contractor shall submit all
proposed data corrections to COTR for approval.  Weekly meetings
will be held with COTR.  Each phase of auditing shall be approved
before starting the next phase.
 
 
 
Responsibilities
 
The Government will provide appropriate computer equipment,
office space and utilities necessary to accomplish tasks.
 
Delivery
 
The contractor shall furnish data files as described within each
line item.
 
Qualifications
 
Offerors must have a B.S. degree in Marine Biology, Fisheries, or
a related field, or have completed at least three years towards
the degree.
 
Offerors must have experience with personal computers. Experience
with Unix based computers and networked systems is desirable.
Experience in fish and/or marine invertegrate taxonomy/identi-
fication is strongly desired.
 
Note:  Multiple contracts may be awarded based on the best value
to the government.
