The U.S. Fish and Wildlife Service had (and I belive they still have)  an
electrofishing certification program that emphasized safety for humans
and fish.  Although I am not sure who to contact at U.S.F.W.S., a course
was offered at Humboldt State University to prepare students for the
certifying exam.  Dr. Terry Roelofs taught this course when I took it
