I have been reading in the Congression Research Service Bulletins (yes they
are useful!) about the fisheries management reforms working their way
through the North Carolina Legislature. As California is grappling with
changes at this stage in the game as well, it would be great if some of our
North Carolina colleagues could provide more details. What brought this
about? What are the goals of the changes? How are they being accepted by
the affected communities? Is there a shift in the burden of proof? Is
there some document available to learn more?
