Perhaps rather than simply targeting editors in this discussion we should
ask the senior scientists to help (especially since they're the ones who
are being overwhelmed with requests to review manuscripts!). Two
possibilities come to mind:
1. Senior scientists can recommend their postdocs and grad students to
editors as potential reviewers,
or (as already happens in many cases)
2. Rather than return manuscripts that they don't have time to review,
senior scientists can pass these along to their postdocs and students to
review. In my experience, a simple phone call or email to the explain the
situation to the editor is all it takes...most editors just seem happy to
have the manuscript reviewed at all!
