I think the journal of experimental biology has already cracked this particular nut. They pay $25 US for each review, but only if you return the review within three weeks. They also pay for subsequent reviews of revisions. In addition, they give you the option of waving the $25 royalty and selecting from their back issues of special symposia volumes, often $100+ values. I have added quite a few nice volumes to my library through this incentive program. Needless to say, my response to a JEB manuscript in my mailbox differs from that I usually reserve for the appearance of unexpected work. The time from original receipt to publication tends to be in the 6-9 month range for this journal.
