Ross,

For any institution with a reasonable workshop, particularly in
countries with low labour costs and limited foreign exchange, it may
be cheaper to build than buy. See a paper that Otto Augustine and I
published in the ICES journal ten years ago (vol.43, pp.296-8) for one
design.
