Hello Group,

I seek references in gray or scientific literature that characterize
conflicts between private-sector aquaculturists and governmental regulators.
Specifically, what literature describes the nature of these conflicts? Do
conflicts arise (1) because of the way laws are written, (2) because of the
way laws are interpreted and regulations are developed from laws, (3)
because of the way regulators apply the regulations (possibly at times in
arbitrary ways), or (4) are there alternative reasons for these conflicts?
What literature characterizes the problem or its basis? Thanks in advance
to those who respond.
