 Since you're at the University of Washington, you may want to pass
along to Dave a somewhat obscure article  "Born to be Wild" which
appeared in Columns 1991, Vol 11 No. 4
 "Columns" is the U of W Alumni  magazine, and I presume it should be in
the library there.  It is not an historical review, but on the other
hand it does present nicely a broad range of opinions on hatcheries as
expressed by your colleagues in the School of Fisheries - and it may be
good for a quote or two.
