Someone's comment about 'justification of robbery' or something similar rang a bell. If
I remember correctly, in one of the economic journals, published late 70s to early 80s,
lies a paper called something like: "Towards a pure theory of the muggery" which applies
the economic theory of fisheries economics to the particular form of robbery known as
mugging. You might find that paper useful and uncover some additional useful
perspectives in the renewable natural resource economics and the anthropology of
fisherfolk literatures.
