Bob,
One of the most impressive recent recoveries of a marine fishery after
harvest moratorium is that of the striped bass ("rockfish") in Chesapeake
Bay. The stock was in collapse in the early 80's when a moratorium was
imposed, and recovered to near-historically high levels a few years ago.
Since then, the fishery has resumed. I can provide more information if
necessary.
