In the 12 March 99 CRS weekly report, there was a note about the South
Atlantic Fishery Management Council's two month ban on harvest and sale of
black grouper, gag grouper, and red porgy.

I would be most interested in hearing from people involved in this decision
making process.  Please contact me at off the discussion group at

Specifically, we would be interested in the scientific basis for this
decision, and the details on how this ban will be implemented and enforced.
